I assume you mean a link to another web site. If you create a link in the Rich Content Editor (which is used on Pages, Assignments, Discussions, Announcements, etc), the links will automatically open in a new tab. Here is a guide about doing that

If you are looking to create a link as part of a Module, there it's referred to as an "External URL". By default these do NOT open in a new tab, but if you check a box when creating or editing the link you can choose to do so. Here is additional information.

I wanted to also point you to a blog post written by Bobby Pedersen over in the K-12 group called ctrl K - you rock! If you are not yet following the K-12 group, please click on the link that I have provided to the group, and then click on the "Follow" button located on the upper right corner of that page.
