Course Start Date Doesn't Seem to Override Term Date

We use Term Dates at the Account Level. Our current term is set to start 01/13/2019 

I am working with a faculty member who has created a quiz and would like to look at it from the Student View. When he does so, there is no "Take the Quiz" button.

 

After some testing, I realized that the issue was probably the fact the term hadn't started and so the Test Student couldn't participate in the Quiz.  To confirm that, I changed the Term Start Date at the Account level to 01/06/2019. As soon as that changed, the "Take the Quiz" button appeared. And once I put the Term Start Date at the Account level back to 01/13/2019, the "Take the Quiz" button disappeared.

 

I then tried changing the Start Date for the Course to 01/06/2019. I put a checkmark in the "Students can only participate..." override setting so that the Course Start Date would override the Account Term Start Date. But that did NOT resolve the issue as there was still no "Take the Quiz" button.

 

I'm missing something but I just don't know what. Any ideas?
