Why can’t I see any option for submission types in my course? When I add an assignment, the option isn’t even present to submit a file.

I figured out the problem after a live chat with Canvas support. The students did a draft research proposal in a prior course—not a draft I assigned—and that was why I didn’t list it as graded. They asked if I could give feedback on drafts from another professor’s course before starting my course. He apparently was helping them get ready for my course. That’s why I listed it as not graded, because it’s not an assignment due for my course. I didn’t even expect this the first day of class, and I talk to this colleague regularly. So, it all makes sense now, thank you! Don’t set up assignments without an associated grade in Canvas!
First off, you really need to charge your phone. I don't know why but seeing the charge listed at 1% is really bothering me.
But seriously, the reason that you don't see the option for Submission Type is that you've set Display Grade As to Not Graded. I think idea of having something Not Graded also implies that there is nothing to turn in. Think of creating a Reading Assignment where there is no actual grade or item to be submitted. If you change Display Grade As to any of the other options you'll see the option for Submission Type show up on the screen.
