this is only happening with our Dell 3189 laptops. all of our Lenovo units are fine.

I am not sure if this is the case at your school, but at our school we have VDI (Virtual Desktop Infrastructure), so my Windows OS desktop is actually sitting on a server on campus rather than on my local machine, and I just log in to the VDI environment every day (even from home). When I am logged on to VDI, I frequently see messages similar to yours (especially when I am trying to use my webcam with Instructure's Arc product). The only solution I've found is to be completely off of VDI. Then it works. Again, I'm not sure if your school has a similar setup, but it might be worth investigating on your end. Hope this helps.
