What is the difference between a Group Set and a Group? Is it possible to just great groups and NOT a Group Set?
A Group Set is what you use when you want to divide the students between multiple groups, with each student being a member of just one of the groups. The advantage is that you can see/manage the memberships of all the groups together on the same page, automatically make random enrollments to groups, see immediately who is not assigned to any group, and easily move students between groups.
You can create "individual" groups by simply creating a Group Set that only has one group in it.

By default you have Project Groups as the initial group set and you can create the course groups under that set. How do I edit a group set in a course?
The beauty of a group set is that you can have lots of different groupings within a course, for instance a group set for Partner Pairs and a group set for Case Study Discussions. In this example, a student could be in a group of 2 with one person in the Partner Paris group set and a group of 4 for the Case Study Discussions and have totally different people because the purpose is different for each group set.
