Where in Canvas can students access Turnitin and submit their paper for a similarity review?

Turnitin can be integrated in a school's Canvas environment via an external LTI (Learning Tools Interoperability) app. Typically, this is either added at the course level (for just one course) or for a school's entire Canvas account (for all courses at your school). Once the Turnitin LTI integration has been set up by your school's local Canvas administrator, then you can start using it in your course(s). So, the first thing you'd want to do is to reach out to your local Canvas administrator at your school to see if Turnitin has been integrated into your Canvas environment. Your admin may be able to help you further when getting an assignment set up with the Turnitin integration. There is a really great resource here in the Canvas Community called Canvas and Turnitin. You probably won't need to go through all of the initial setup that is described in this blog post, but there are lots of links, videos, and FAQs included to help you get started.
One you have an assignment set up with the Turnitin integration, your students will go to that particular assignment in the course. They will see your directions along with the Turnitin interface below it. They will be able to submit the assignment via Turnitin, and Turnitin will then check it for any possible plagiarism issues. You have lots of choices, as the instructor, on what you want Turnitin to check...as well as setting deadlines just like you would in a regular Canvas assignment.
