I have a student who has a question about his final grade in a course in the Fall of 2018. I can view the materials and the structure on Canvas, but there are no people and therefore no grades visible. How can I access those details?
In the gradebook you have the gear symbol. There you will find Grade history.
You may also go to the Person menu and click on a student to view their grade history. If the student are completed you me see them using this guide: How do I view concluded enrollments in a course?

Lars Solerød 's answer will only work if you are recycling the same course shells for each term, but you tell us there are no people listed in the course, so I am a bit confused. When past terms are concluded by your school; the students, their graded artifacts and their gradebooks persist. Did you perhaps copy the content of a past term into a new shell expecting user information to also copy? It doesn't!
You should be able to access your past terms, and all user content. If not, then I would contact your Canvas Admin/Support department for assistance. Below is a screenshot of an F17 course, and as you will note, grades are present although I have hidden student names in this shot. All graded artifacts are also still present in this course, and this is the same if I go back to my first Canvas courses in F12.
