How to measure outcomes in a rubric that uses comments only?

We are running a pilot here at my college of using Canvas to track SLOs. So far we are attaching the SLOs to rubrics in a few sections just to test it out. However we have encountered a bug when one instructor uses a rubric that is comments only - the points range for the Outcome disappear (e.g. 3, 2,1) and all she has is comments. Is there a way to create a separate rubric "row" for the Outcome that is measured using scoring instead of comments? Is this a bug in the Outcomes tool? Has anyone else encountered this?
