I am trying to see if there is a way for me to batch update via sis import student password. Based on the documentation, password isn't sticky and should overwrite as far as I can tell. Am I missing something?

Your are correct about the documentation. And I just checked changing a user's password and it didn't work. And setting override_sis_stickiness did not make any difference,
But, I tried another user and it worked fine!
I cannot see why the difference. Both users have Canvas authentication, not external.
Does anyone have any thoughts on this?
I've found the difference between my users.
One was created via the API and one was created via a SIS import.
The one created via the API cannot have its password changed by a SIS import. Names and email can be changed.
It case it was an oddity, I created another one via the API and it cannot have its password changed via a SIS import.
