Commons problems

I have an English teacher that put a Quiz in the commons for the other English teachers to get.  She shared it with just the High school.  The other English teachers found it in the Commons but when they tried to import it they received a banner saying they didn't have the correct authorization.  So the first teacher made it "public" to all Canvas users.  The other teachers are still getting the same message and can't import it.  What settings am I missing?
