Can student peer reviewers use SpeedGrader or read my own comments in SpeedGrader?

I have assigned an essay draft with peer reviews, but would also like to go in and comment (in the text) on some or all of these drafts, myself. What I wonder is, first, if students (the reviewers)  have access to Speedgrader themselves, and are able to make comments in the text (and not just in a comment box which does not invite any specific, or particularly helpful comments) and, second, whether reviewers are able to read any comments I make in the text before they start?
