That U is in the place of the avatar of a user that doesn't have an avatar.
When you copy announcements, the creator of the announcement is not copied, there is no user and thus no avatar attached to it.
In some cases, like when you copy from your own course, that is not desirable. In other cases, like when an instructional designer creates the announcements or you're copying from a different teacher's course, you don't want their name to show up.
In other words, the U could easily stand for "Unknown user".
If you don't want the U to show up and you do want your students to see your name and photo as the originator, then you need to recreate (copy/paste) the announcements rather than merely copying them from another course.
Here's an example -- the top one is where I copy/pasted the text of the second announcement, which was imported from another course.
