Where do I find the scorm URL to enter into the assignment?
Why did you unzip it before you uploaded it? It needs to be uploaded as a ZIP file.
In the instructions for doing this, there are a couple of key steps. I'm using the previously referred to lesson: How do I import SCORM files as an assignment?
The first is that SCORM must be enabled for your account.
The SCORM LTI must be enabled in External Apps at the account level before it can be used in courses. If you are an administrator, please contact your Customer Success Manager for assistance.
You can check this by going to Course > Settings > Apps and choosing View App Configurations. If SCORM is not listed there, it's probably not enabled and so you won't be able to proceed.
Then it says that you need to have it enabled in your course navigation.
In Course Navigation, click the SCORM link.
Check the course Navigation and make sure SCORM is listed. If it isn't then go to Course > Settings > Navigation and drag SCORM from the bottom section to the top section of active links. Then Save the navigation settings.
Then follow the instructions in the lesson on SCORM.
When I finished the Import File portion, the assignment was there and the address of the external tool was automatically populated for me. That is, I didn't have to find it, it was already part of the SCORM package.
I've never actually used SCORM before, but this import was way simpler than I thought it would be. I didn't have a SCORM package to use, so I downloaded the SCORM 2004 Basic Run-time Package from scorm.com. If you're having trouble with the SCORM package you have, then you might want to try one that is known to work to eliminate the SCORM package itself being bad.
SCORM assignments aren't usually "external tools". Rather, they're usually a .zip file containing all the necessary files for the SCORM package. There's some documentation on uploading SCORM files to Canvas at

According to what I have read on Canvas, you need to upload it in as an external tool. I unzip it and then upload it, but it says it must be an external tool for submission.
