Is there a way to add users to a course by email, without having to manually input their names one by one? E.g. maybe a way to upload a spreadsheet of names and emails?
Your school's Canvas admin could enroll your PD participants via CSV upload that would include name, or even create Canvas user accounts for them based on email as user ID. This is something we do quite regularly - enroll users in our LMS who are not staff or students of our school.
This really is a discussion to have with your eLearning folks at the University of Texas.

If you are an instructor and your school allows you to enroll students manually into your course, you can add several e-mail address at one time instead of one-by-one. For example, one way to do this is have each e-mail address as a separate line.
Or, you can place a comma between e-mail addresses...as shown in this Guide: How do I add users to a course?. Using this method, you can assign several users the same "Student" role all at the same time.
The Guide that I linked to also talks about adding users via SIS import. This is something that normally your school's local Canvas administrator would have access to and not you as an instructor. For example, I am a Canvas admin, and we work with one of our IT guys on campus to ensure that student enrollments from our Banner SIS (Student Information System) flow into Canvas when they register for classes. This saves us considerable time and usually eliminates the need for us to manually add students to courses.

I appreciate your reply, but it doesn’t quite address the issues I’m having. I have already been uploading multiple emails at a time, which is useful, but then I still have to manually add users’ names for each of the emails. I would like to simultaneously add a list of emails AND their associated names. Unfortunately, adding via SIS is not an option, 1) because I’m not an admin, and 2) because the users we are enrolling in courses are external to the university (in-service teachers participating in online professional development courses).
