Can I write a quiz that allows students to return to an incomplete quiz version and add to it later?

For a time quiz, the only way students can re-enter it is if the quiz time limit and due date hasn't passed.
However, if you are talking about an untimed quiz that's a different ball game! Students can re-enter untimed quizzes as many times as they want as long as the "until date" has not passed and they do not submit quiz. If using this option, it's important to emphasize to students that they should not submit when they exit the quiz if they want to continue to work on it later; but they should definitely submit before the deadline when they are actually finished.

skyvking What if its not "timed" but I want to proctor it? Example: Student starts quiz in class. Student doesn't finish. I want them to come back during their studyhall to finish it BUT I want the quiz to be inaccessible to them inbetween. What do you suggest?

If a quiz is untimed; they can access it at any time from it is published until the "until date" and/or they submit it (whichever comes first). So if they start it in class, they would exit if they are not done (without submitting).
You can place a password on the quiz after the original class where they started it. Then provide the password only to the studyhall rep (proctor) to enter for the student. I believe that is one solution that would work.
