It is possible to add a plagiarism checker to Canvas, but it is not included automatically; it is a service available for an added cost to your institution. You may want to check with your institution's technical support to see if this is something that has been added or that is in the pipeline. It appears that your institution is just now coming aboard, judging from this page: Canvas - Office of the Provost - UT Arlington . Welcome! Canvas is a great LMS and you should find it easy to learn. If you are involved at all from a faculty/administrative perspective, I invite you to join a Community Group devoted to the topic: Plagiarism. Just follow that link, and when you arrive on the landing page, just click the Actions menu in the upper-right, and then Join. (And to answer your question, the checker is typically enabled when creating an online, file submission-type of assignment in Canvas.)
