Need kind of a weird rubric

I have an instructor who would like a rubric like this programmed into Canvas. Is this possible in such a way to work well? I know about ranges, but I'm not sure that would convey the idea that some things are worth 1-5 points and other 6 or more.

The PowerPoint presentation appears to be an effort for seeking feedback but does not reflect that time and attention were paid to the draft of the presentation.
