Difficulty creating an Outcomes Manager admin role

So I found this guide all about adding an Outcomes Manager role that can administer outcomes on an account level... well, it doesn't seem to be doing anything for me. Once I've set the user up with the necessary/documented permissions, all she has access to is the list of Canvas admins and the Attendance (Roll Call) reporting tool. Am I doing something wrong?
