How to I add a TA to canvas so that they can add content and messages for students?

In your course, go to People and then click on +People in the top right. You can add users by email address and set their role as TA in the select box.
Some institutions block instructors from adding people to the course, so if you can't perform those steps, you'll need to contact your IT department.
