Problems importing quiz from Commons (external tool must be downloaded)

I created a quiz for one of my classes and added it to Commons so I can add it to another class and so that a fellow teacher can use it too.  However, it won't import correctly because it says I need to download an external tool. I've tried deleting and re-adding it to Commons, and it still gives me the error message.   Has anyone had this problem before?
