Draft papers, ungraded assignments and Speedgrader

I have a faculty member wanting to create an assignment where she can use speedgrader to comment on her student papers. These papers are draft papers and will never be graded. She would like to;

  • be able to use speedgrader
  • have it ungraded 
  • NOT show items in her "ToDo" list to grade

I thought I could check the box in an Assignment "do not count toward final grade" but that removes the ability to submit a paper. (which seems odd to me). I would think the ideal place for draft papers (so she could get to speedgrader) would be an ungraded assignment. The other options Ive come across seem inelegant. "discussion posts, ungraded surveys".
