Hello Allen,
Instructors or staff can't submit "on behalf of" or make direct submissions to TurnItIn through Canvas.
However, once they have an account in under the school's account in TurnItIn (by creating a TII assignment, etc. in Canvas), they can create a local password using the "Forgot Password" link on the TurnItIn login page ( https://www.turnitin.com > Login ), then they can log in directly to TurnItIn and submit papers for direct checks. We've done this in instances where faculty need to check papers prior to publication.

allan McLay this is an interesting question. If you can masquerade or "act as" the student within Canvas then yes you can submit on their behalf. To check a paper prior to publication is possible but make sure the assignment or the setting is set for NOT saving papers to the repository, otherwise the paper will match itself at later times.
