How would I as an admin enable my teachers to start a new course?

It does depend on how your staff are able to set courses up.
Here's a guide on how they can create their own courses if they have access to the 'Start a new Course' button on their Dashboard. How do I start a new course from the Dashboard as an instructor?
If they do not have access there then they can start a course from their Admin button in the Course Navigation Menu.
If they do not have an Admin button then they could be manually added by you.

Hi Daniel. Bobby Pedersen is correct about the ability of instructors to create courses on their own. I thought I would add that if you are considering having teachers be able to create their own classes, it may be worth thinking about whether a policy or standard operating procedure should be created for these situations to describe what courses should be created and when this should not be done. At my institution, no instructors can create courses on their own for a couple reasons. First, we don't want anyone accidentally circumventing our formal registration or add/drop procedures which must be done through the Registrar's Office for accurate financial aide and transcripting purposes. Second, Canvas has grown in use immensely since we moved LMSs. Now we have "courses" for clubs, training purposes, general campus communication, etc. Having admins need to create these courses helps ensure that we don't have courses created for situations in which another course already exists or otherwise having an uncontrolled proliferation of non-academic shells and related enrollments.
Just something I thought I would mention as we are dealing with this now ourselves.
