How do I save questions from an existing quiz to a question bank?

This method has stopped to wok, now it only creates an empty quiz shell in the quiz module and nothing in the question bank.
Are you using the using the QTI .zip file format when you import the content?
I exported a Quiz to a file, then tried using the Canvas Course Export Package and it did not create a question bank. However, when I tried to import the exact same export using the QTI .zip file format, it created the question bank for me. It completely ignored whatever name I told it to use and used the name of the quiz as the name of the bank, but it still works.
I wrote up a more detailed explanation of the process in importing questions to a question bank. It has a lot of warnings about things to watch out for that I felt were missing in the other explanations. I have not checked them recently to see if they still apply.
The empty shell makes it sound like the warning in How do I import quizzes from QTI packages? that if your questions were randomly pulled from question banks, then they won't be included in the export. If they're not included in the export, then they cannot be included in the import. Most people trying to get quizzes to a bank already have them in a bank, so that is a different use case. In other words, I don't want to assume that's the issue. I had no issue with any of the export/imports I did coming up empty, but none of my questions were pulled from a bank.

Your observation is helpful, I double-checked, some of the questions in the quiz I exported were indeed pulled from a question bank. I deleted all the links to the QB, this time the export/import was successful.
