Canvas not consistently sending notifications

Some of our users have an issue where they only occasionally receive notifications for things like attendance, announcements, and grades in our course. We have checked their device settings and everything seems to be in order. I have also looked at their account notification settings and they have everything enabled for immediate notification. Is there anything that could be causing this, within or outside Canvas?
