is crosslisting a section the only way to share content between sections/courses?

Hello, nope, not all.  In fact, I would not recommend cross-listing unless you are trying to combine them.  There are a few other ways to share content.  2 are available to you now and the 3rd might be available if your institution has turned it on.

1st, you can import course content directly from another course:  How do I select specific content as part of a course import? 

2nd, you can use Canvas commons to share resources with yourself or other instructors: How do I share a resource to Commons? 

3rd, if your institution has turned it on, there is now a direct copy/share option: https://community.canvaslms.com/docs/DOC-18385-41521186117
