Advice for setting up training course for students.

Good morning everyone!  Since we are thrown into online learning due to the circumstances, I was wondering what is the best way to setup the 'Passport to Canvas' course for all of our teachers and students?  We have about 18 different courses and each instructor in those courses, do things a little different.  Would the best approach be to add the course to each individual teacher or setup different sections for the course with each section having a different teacher so the teacher could modify as needed for their particular course?  Each teacher could add their own students or should I just setup the course for the entire school, add all the teachers and students to the course and not allow them to modify the course?  Wanted some feedback on a solution that would work best from folks with more experience that myself!  Thank you in advance for your suggestions and advice!!
