How do you create a question pool in Canvas for a quiz?

In Canvas legacy quizzes, the ability to randomly select a fixed number of questions from among a pool of available questions is called a question group. You also have question banks, which can hold the questions. Question banks are optional, you can create the questions directly within the quiz. If you do use question banks, you can link to them or find them from the bank and include them in the quiz.

Further complicating issues is that in New Quizzes, the process is called item banks.
