To answer your second question, you cannot set the notification settings for your students. The students all have the ability to change their notification settings to "Do not send". However, the default setting is set to "Notify me right away". So a possible solution is to remind your students to have their notifications set to the default setting. (More information here: How do I set my Canvas notification preferences as a student?)
