Unable to Upload a File in Assignment as an Instructor

As an instructor, I want to upload a test file on Assignment section of Canvas. I do not see the file upload box to be able to upload the test file. What am I doing wrong?

Teachers do not have the ability to make submissions unless they are using the Student View?
