It would be great if there were an option to automatically alert students when a file is uploaded. This could be a simple check box when uploading. Does something already exists that will do this?

Yes, there is a notification setting that users can enable for new course files:

Unfortunately this requires a coordinated effort among all students in a class because the feature is turned off by default. I guess what I am suggesting is that a feature be developed where the instructor can pick and choose when to generate an automatic announcement to students after uploading a new file. There are times where the new file is of low importance and I don't need an announcement, and there are times where it is of high importance and I do need an announcement. As of now the only way to do this is to manually create an announcement. It is not a huge deal, but a feature like this could save a couple of minutes for each upload that does require alerting the students.
Evan, by design, Canvas allows users to set their own notification preferences. If you would like to see a change in this behavior, I found some feature ideas about notifications to which you might consider adding your use case and feedback:
