Is there a way to access/upload/download Canvas Commons content even if my school has not added Commons to our instance of Canvas?
Jeffrey, I think not, but I've shared your question with a Canvas Commons expert who can provide a more definitive answer.
Also, Canvas Commons is available in all Free For Teacher accounts, so you can access the materials by opening your own Free For Teachers account, creating a course, importing the materials from Commons into that course, and exporting them from there so you can import the resulting .imscc file into any other Canvas course. Please refer to How do I use Commons? and How do I import a Canvas course export package?
Stefanie Sanders has the right answer. You can only access to Commons at this time if enabled in the Canvas Instance or by creating a Free For Teachers account.

Kate McGee I just found out that Commons will be rolled-out at our institution eventually. I assume we do not currently have access as the college just switched to Canvas last year, and it was probably a matter of simply getting Canvas in place before adding to many additional tools. I would like to have access to it for sharing of content mainly with others in my institution but also to share with others outside of my institution.
I currently have a Free-for-Teachers account, it is a great place to test/experience new features (i.e. the new UI) before the college implements them.
Your response has prompted a new question: My FFT account was created under my school e-mail address. If I begin using Commons under that account, is there any way to link what I upload in the FFT account to the instance at my school once it is implemented?

We did some checking. There is an option to export all of your content form your FFT account and then import it into your instance, but there is not a way to quickly merge at this time.
Renee Carney Thanks for the reply. Since my last post to this question, our institution has added Commons to our test instance, and I have been using it in there. I have found that adding resources to my courses in the test instance also adds them to the same courses on the actual Canvas server, so all is good now.
