Quiz accessibility

We have a student that utilizes a screen reader and when she attempts to submit an answer for a quiz question, it takes her to the top of the quiz again...she then has to scroll down to the question she left off at. Is this happening because the instructor has all of the questions listed? Instead of one question at a time?
