Looking for a test of basic computer skills for students

Our Ed Tech committee is looking into a continued concern that a percentage of students come to us with less than adequate basic computer skills: using a computer, a browser, searching online, Word, PowerPoint, etc..  It doesn't always correlate with the age of the student either. This is a retention issue in several instances. We ask students to self-identify their skills but their self-assessment doesn't seem to match the reality very well. Has anyone found a free or inexpensive test to administer to validate basic skills? Even a more expensive test might be an option if we only administered it in situations where suspected problems.
