This is sort of an odd situation. I first created a free teacher's account, and the "Create Course" option was not shown on my dashboard. Investigating that showed me that I needed to change my admin permissions - even though there was no admin account tied to my teacher account. So I created a trial admin account, exploring the differences, but then I couldn't log back in to my teacher's account.
So, I created a new teacher's account (with the same email address as the other two accounts) and was able to create courses with no problem. Is this because I had created an admin account in the same organization? Or was it simply an error with the first account?
I'd like to be able to create and maintain courses without using the paid version of Canvas, if possible.
