I have already created a set of individual questions for a quiz. Can I now turn them into a question group or bank without re-typing them all? Thank you.

If you have typed all the questions individually what you can do is inside that quiz scroll down the options and click on "Create a new question group" and once created, drag the questions inside that group.
If you want to use them in other course you have to:
1. Export the content. Go to Settings > Export course content > Select quizzes to export > click on the group that you have already created > Create export. This action will create a zip
2. Import the quizzes to your new course. Go to Settings > Import content into this course > QTI zip file > pick your zip > decide whether create a new question bank or include them in a already created question bank and import the content.
However, from my experience, I would recommend to create question banks at account level and ask to my admins to enable instructors visualise the existing question banks from my institution including those created from others counterparts. Check the whole explanation here
