Can I disable the ability for users to add in secondary email addresses or sms phone numbers?

I don't know of any way to do this via the current user interface of Canvas. Notifications were designed to be able to allow user to be contacted via multiple communication methods (school e-mail, personal e-mail, text message, etc.) and also the frequency of those notifications. So, as you may know, it's entirely possible for someone to set up their profile in such a way that they never receive notifications via their school e-mail account and only choose to be notified via personal e-mail or text message.

Justin, I'm not a coder, but from what (little) I know, I concur with Chris Hofer that if this were possible through changes to global CSS it would impact all users. So in the event that that's what you want, I've shared this question with the Canvas Admins and Canvas Developers groups since they're the ones who have the most experience with issues such as these.
There is an admin setting that allows you to choose whether you want them to be able to get grades via email address. We turned that off so that at least their grades aren't being sent outside.
