Error while importing CSV?

When I try to upload a csv file containing new users to the API using an application I have written in C# I get a successful 200 response. However, if I check user uploads using the /api/v1/accounts/1/sis_imports API I get the response below. I have created the CSV in notepad, rather than Excel, and can upload the file using the Postman REST client. It looks like my C# is at fault (although I can use similar code to upload files for a user without a problem) but I need to know why it is failing so that I can try to address it.
