Rails dev looking to contribute...

Hey folks. I am a Rails Dev, and due to a recent job re-class and not doing as much development work as I would like. I am an adjunct community college instructor, and am passionate about education, so canvas looks like a good fit. In addition the code seems well tested, and well supported.

Where should I start? Is Github Issues the best place to look for stuff to fix?

I have a local version of canvas running, and have seen a couple of things I think could stand improving. Should I just submit a pull request, or should I submit an issue first?
