How do I access a past enrollment class for Fall 2019? I wanted to look up references for a source document I read and the whole course (INFO 285) is not listed in my enrollment although one from Spring 2019 is. I thought I would be able to reference the most recent semester in Canvas.

Depending on what your institutions settings you might not have access to that particular course. Click on Courses > All Courses and try to locate the course under Past Enrollments, if i'ts hyperlinked then you can still access and if it's not then you will no longer be able to view the course. If the course is completely missing then that means you are not enrolled in that course.

The issue I'm having is that when I click "all courses," I don't see ALL of my past courses. I need to access instructor notes for a past submission but the course I took isn't listed in my courses.

For your case, you will need to reach out to Texas Woman's University staff to assist you with past enrollments in your Canvas courses. I took a moment to visit their website, and I found the following page that has some support information for Canvas users:
