As the instructor, can I change the name of the Test Student to an actual name?

Unfortunately, the answer is no.  This "student" is created by the system when you click the Student View button.

I am quite sure that I would not want to see that capability in Canvas, nor do I see a need. When named "Test Student" I know exactly what it is, my teachers know exactly what it is, and there is no opportunity for confusion.

That being said, there is no reason why you cannot have your Canvas Admin create a set of test students for you. We actually created a series of them for various testing purposes - Test Student1, Test Student2, etc.,
