Can you create a module without notifications being sent to students?  When e-learning pages are generated, students are notified before the page is posted.

I think that this will depend on how students have their notifications set up. 

You could send them this guide to help How do I set my Canvas notification preferences as a student?

Perhaps give them suggestions on how best to set up their notifications.
