[ARCHIVED] Why don't I see the HTML icon and the pane next to it?

When I hit Edit on any Page, there is no HTML icon in the top right corner and no Link/File/Image panel. 

I need these functions.

You're using the New Rich Content Editor. The HTML Editor link has been moved to the bottom where you see the < />
