Why do I get an error message if I import an outcome with an apostrophe in the text?

I am trying to mass import course level outcomes using a CSV file but if any of the words in the description field have an apostrophe, I get an error message saying "Not a valid utf-8 string"

Is there a way to remedy this in the CSV document so that my outcomes can be grammatically correct?
