I'm working on building a fairly simple LTI integration and would like to test it in a live/sandbox Canvas account. In order to do that, I need to generate an LTI developer key, but apparently those aren't available for Free accounts. Is there anyway to test an LTI integration if you aren't part of a school organization that already has a Canvas account?

In addition to the free open-source suggestion provided by @ColinMurtaugh, you could look into the Instructure Partner Program. I know there is some sort of fee attached to that program, but I believe it will get you access to a hosted Canvas environment as well as official Canvas Support, perhaps among other things.

You can run Canvas locally to develop against. There's information on how to get it running using Docker here: https://github.com/instructure/canvas-lms/wiki/Quick-Start
