[Canvas Mobile - Parent] Display Past Announcements

Problem statement:

When parents set up their 'observer' account in the Canvas Parent app, they only see announcements that teachers send out after they join. Any announcements sent out before they set up their account and connect to their student are not visible in the app. Parents can only see past announcements in the browser.

Proposed solution:

With the high use of mobile phones, parents should be able to see past announcements in the app. We see most parents using mobile devices to access their child's Canvas.
