[Course Settings] Flexible Dashboard Image change

it will be more intuitive to change dashboard images from the dashboard area rather than going to module setting to make the change.

On the course overview page where I can see all my published and unpublished courses I can change the color of the course buttons but not the image (which has to be done in settings). It would be more intuitive to allow for the image to be uploaded on the overview page given the color change functionality is already built in there.
