[Discussions] Mention @everyone in a Canvas Discussion in order to trigger a notification

Problem statement:

Because Discussion notifications are directly linked to those who are subscribed, we've noticed Discussions going largely unused due to students not seeing the activity within an optional Discussion.

Proposed solution:

As an instructor, I would love it if I could tag @everyone (similar to other social medias) and it would trigger a notification to the whole class, regardless of their subscription status.

To add, it would be equally as helpful to mention students by sections, as well.

Problem statement:

Right now in discussions, you can't do a @everyone tag to tag everyone in the course in the discussion topic to draw their attention to something. Instructors are posting announcements to draw students attention to it. One of our programs using the AI Summaries at the end of the week to summarize everything that has been said and then posting that in the discussion for students to read. The instructors would like to be able to do a @everyone tag so students can go in and read the summary. They would like to keep everything in the discussion instead of having to post announcements to the course about it.

Proposed solution:

Add an option to tag @everyone. I'm sure there are more use cases for it, but it seems like this could be potentially helpful for instructors.
