[New Quizzes] Enable and disable lockdown browser for quizzes while in quiz edit mode

 Teachers need to be able to enable and disable lockdown browser for quizzes while in quiz edit mode instead of having to go to another page.

@dtodor Thanks for sharing this idea. We've edited the title slightly to align it with New Quizzes, as our product teams are no longer developing new functionality on the code base for Old (Classic) Quizzes. The current process for enabling LockDown Browser requires the user to navigate to the Respondus LockDown Dashboard; Respondus would need to be willing to devote resources to any enhancement project, so please be sure to contact them with this request as well.
