[Reports] Weighted Grades Setup Not Complete

Problem statement:

Report to give us a list of courses that do not have weighted grades set up, and the final grade is a 0

Proposed solution:

We are looking for courses that do not have a final grade or have a final grade of 0 due to the weighted grades not being set up, or having a 0 We are looking to capture the final grades, and if the course is not set up with weighted grades, the final grade shows a 0 which is incorrect.
